Summary

Elections in 2005 produced a permanent constitution and a broad-based but Shiiteled government that has been unwilling or unable to reduce Sunni popular resentment and is showing signs of fragmentation. The lack of progress on national reconciliation is assessed in Administration and GAO reports required by an FY2007 supplemental appropriation (P.L. 110-28), but Administration officials maintain there is emerging "bottom-up" reconciliation among local leaders and groups. See CRS Report RL31339, Iraq: Post-Saddam Governance and Security, by Kenneth Katzman.
